Well, it has a #X instead of a #KM number in NGC as well, that means it will be in the Unusual World Coins Catalog, where all the fantasy coins and tokens are listed. Maybe it is not official or wasn't meant to circulate but just presented as a token?
For some reason Krause uses Km# Tn for tokens that corculated as currencies, but uses X# for medals that circulated as currency.
Medals that circulated as currencies in my opinion should also be listed with coins if circulating tokens are listed with them.

It's the same for a big part of the French cities "coins" and they remain in the coin section too.
I think I will probably move it, and ask numismaticroy what he thinks about it. But he already wrote that he is very busy at the moment, so I will wait a little with this.
I am increasingly more convinced that they should all(those with face value) belong to their respective states - either as coins, or as circulating tokens.
I'm certainly agree with your first link but the second one (of the German States) has no denomination. You can hardly call this medallion a coin. Of course, that's my opinion. I know there is a very small line between coins and some tokens, concretely tokens who actually circulated for instance because of the lack of normal coinage. I guess there isn't an easy solution. But at least we have to try to be consistent and logical. Putting some of the Swiss shooting talers in the token section and others in the coin section doesn't seem logical.
