What could happen with this coin - missing ornament on edge.

I have never seen this, and no source whatever mentions smooth edge. My best guess would be this:

It could have just skipped a step of the production line maybe it fell off or was taken out for inspection and thrown in the wrong place?

For the coin: I checked also online lists for variations, and none of them lists this variation. I believe so that this one piece was destroyed somehow.

Then It must be definitely lower weight if grinded, isnot it?
If it has same weight or even bit more than reported, it means that its an error, so very collectible and interesting piece.

What is its diameter?, If much less than 24 mm then it is false.
