Your US 1970 quarter dollar coin has been gold plated as a novelty. This certainly was not done by the US Mint. I've found many silver- and gold-plated novelty coins from the US, Mexico, UK, and other nations, and they rarely fetch any premium over face value. This coin should not be entered into Numista as a variety, since it is a post-Mint modification.
Well, the top one is a medal of some sort. Umberto, King of Italy was murdered in 1900(the date on the medal). Eporidia is the Latin name for the town of Ivrea in Italy. I'd say it commemorates King Umberto signing some auspicious agreement in Ivrea in 1900. I don't know anything about medals, but I hope that helps a wee bit.
As a curiosity, let me tell that in Central American countries, was a tradition on a wedding, that the fiancé gave gold coins to the bride (usually twelve) as a sign of commitment to the future home will not miss anything… but now gold is too expensive for all the people so most of fiancés ask for gold plated coins in jewelry stores. The most popular are US dimes, El Salvador's silver 25 cents (1953) and others but is not rare to gold plate quarter dollars or even half dollars (what is considered tacky).

Lots of jewellers in the UK gold plate pre-decimal pennies and half pennies, some are mounted with a hook to enable them to be worn as a pendant. In the UK you also find pre-decimal silver coins embedded into drinking vessels, such as silver tankatds and the like. I even knew a public house in Guildford city centre which had 10p pieces embedded into the wooden-bench seat backs!

Not necessarily gold plated on U.S. quarter - I've pulled a few out of early 1970s mint sets that were yellow toned; must have been how or where they were stored, look at the 1976
