I'm not from Macedonia and I did not encounter this coin when I was there in 2019 but the numista site for this coin states that the mintage is 3,088,000 and it says it's a circulating commemorative coin.
It is a circulating coin. The one I have is definitely in a circulating condition. Its mintage is more than 3 000 000 for a population of 2 000 000 people. It was more or less common in the early 2000s, now it is quite rare.
It means that it was several times more common then for example a particular commemorative 50 bani in Romania.
