I am also convinced it is French. Propably 1910-1930
The typeface looks like it is from that period
Perhaps from a shop or mall with the name "l'arc-en-ciel" (Rainbow)
Or a token from a camping place?

It's a French automatic token, or arcade token, most of which use the phrasing "A CONSOMMER" and were made illegal during the 1930's.
