Hi,
so there is no problem:
Bronze clad steel means that you coin is made of STEEL, plated with bronze.
The coin is magnetic, of course.

Only certain types of CLAD-ing or even plating would cancel the magnetism of the core metal, and thickness of the outer layer plays a big roll.
Numista referee for the "Viceroyalty of the New Spain" (most of it).
