What is the differnce beetwin this 2 years?I see they have different km numbers.and i cant see any difference.

It is ridiculous for it to be a variant,
The only difference is the year "first" in Kanji for Heisei, and 1990-present is in 漢字 平成二年。

Okay,
The Kanji "first" for 1989 is not the characters 平成ー年, but it is written 平成元年. This is the small variant, and it is a one-year variant.
