need help grading this coin, 10 Pfennig Trier [Stadt, Rheinprovinz] [solved]

I am not sure of the grade of this old zinc coin. would you say fine or vf? It has a mintage of 400,000, so it is fairly low.  Also, I can't find a value for it.
