Hi,
seems to be a copy of a BRUNSWICK-LUNEBURG coin
(German State)
I can see "1973" under the horse, so it's a restrike.

It looks like a copy, at this time the coins were hammered and this one looks machine struck.

The whole Name of the German State is :
BRUNSWICK-LUNEBURG-CELLE
In 1973, the main city of this region lost her Capital's status or something like that.
I think this token was made to commemorate that event.
