It's not a banknote I think it's a bond

can't help with valuation and I don't think bonds have km numbers
True, this is a bond. It was actually imposed on those working for salary to take some of these instead of a part of their monthly salary. They could be redeemed for full value only in a few year's time. To make them a bit more attractive, these bonds participated in a state lottery.

Yes, they were issued by the government to finance the reconstruction of the cities and the economy destroyed at the Nazi occupied territories during the WWII.
The value is not high, every worker received them, therefore a lot were printed. It's probably worth about $7-$8.
