Yes, it's a Pfennig from Salzburg.
Judging by the arms it is from the time of Archbishop Matthäus Lang von Wellenburg (1519-1540).
I don't have a catalogue for Salzburg coins of this period and thus am not sure about the "M". I doubt that it's Milan, since at that time the city was controlled by Spanish Habsburgs while Salzburg had nothing to do with them.

I actually thought so, but didn't want to speculate without foundation. But it seems there is a basis for such supposition. M probably stands for Matthäus, same as on later Pfennigs P stands for Archbishop Paris von Lodron (KM #82) and G stands for Guidobald (KM #157 and KM #174).
