1931 5 lati grade and info request

This whole coin looks frosted. As seen by the scratch look on her hair, which is not deep at all, I cannot even see any recess under 50x mag, just looks like missing frosting. So my question would be, would the proof version be minus the frosting outside of the bust? Or how do you determine proofs for these coins? I looked and cannot find any info.

That ain't no cake  :P and "frosting" even on older proof coins is quite rare because this would have happened only on the first strikings with new dies which wore down quite fast for such an effect to occur.
It looks to me like a normal 5 Lati coin should look like.

Cake is whatever I chose it to be, I personally think it is if I pay less than silver value, I made out.

Check out the mark on the busts hair. The brighter metal streak, and all around it is a "more dull" appearance, I attribute this to potential frosting. Being that I have a few proofs and some have missing frosting on sections, I think it is a very decent possibility this is what that mark indicates. I tossed it on 50xmag and could not see any surface indentation to make that seem as a legit "Scratch" This is why I posed the question, what do proofs of this Km# look like? Are they mirror and frost, or all frost or all mirror? I found no evidence on any date in this KM# to give me a defined answer. For all I know the business strike came completely frosted. any help is appreciated.

Looks pretty much the same as any other 5 Lati coin I've seen

It looks like a very decent but ordinary 5 LVL coin. Sell it for BV +25% and you'll be happy. Or keep it because it's nice history of a previous temporary Latvian independence.
