Repurposed thread: 1982 south Africa Rand Proof or??

So I have this coin in a set of coins, it is the only coin in the set this shiny and reflective. To me, I suspect it may be a Proof. This year has no P/L strikes. It is one or the other. I have included a pic of a non proof for sure. The set I have would be HIGH MS quality coin. So take that into account when deciding please.

Please keep in mind I had to take these in low light at angles because even in low light I cannot get a glare free pic to save my life.

I'd like this to be proof, but I won't get my hopes up.

The coin sets of all nations has before put in very rare proofs and coins before: such as 1960's Russia, and 1980's China. They are for sure UBER rare to find them, but even if I don't have a super rare proof coin, I still love this whole set!

with a mintage of just 15 they would have been expensive to buy straight away, I doubt Franklin Mint would have shelled out heaps just so they could put them in a coin set.  I'm pretty sure the location of all 15 is well known.

True. Sounds good to me.

Only suspected because of the uber rare Chinese set, and Russian. Over $500.00 USD per card for them, sometimes goes for over $1,000.00 for just that card.

But this would have to be the #1 rare card if so. I doubt it as well, so Value is now $10.00 book instead of $1500.00 :(
