Identifying "Problem with this Coin"

Hello,

I recently noticed that some coins I bought a few months ago have some sort of discoloration in areas on the coin.  When I bought them they did not have any of these "colored areas".  They have been encapsulated since before I received the coins.  
I have the images below and was wondering if anyone could help me understand what I am seeing.

What metal is it? Either way looks like discoloration from someone touching it with sweaty hands, or Could be Toning.
