1999 India 5 Rupees Hyderabad help

So this coin is Reeded on half, and the other half not, weird spot on the side, and the top is thinner than bottom, Is this an error? or a variety? Or are all 1999 5 rupees with security from Hyderabad like this?

The spot is where the security-edge machine overlaps itself and can be seen on all modern coins with similar edge designs. As for the asymmetry, I have a couple like it - just poor standards at work.
