How can I tell a 1972 Nicaragua 5 Centavos KM#24 from the nearly similar KM#24.2. Description of the two are not conclusive. Same weight and diameter. Nickle common to both.

Check to see if either are magnetic, if one has rust.

I believe that Nickel clad Steel would be magnetic, but I could be wrong. Compare them both to a common nickel-copper coin, and if it looks like a different coin with similar composition, then it probably is. It should be fairly easy to tell by comparison.

Barnabus is quite right - Copper-Nickel is non-magnetic while Nickel clad Steel is magnetic.
Just because you can't see it ... doesn't mean it isn't there - Anon.
