These changes (if you mean coin defects on the field and edges) could not be qualified as mint errors. Looks like just defects.
If coins should BU or UNC, perhaps these defects might be qualified as struck defects, but now... I don't know...
Anyway, it will not increase coin price or rarity, as defects like these are not described as error classic collectible types.
