I'm going for #2 because it's unfair that the same coin participates in 2 MPCC's. And if I correctly recall this Comoros coin won the African section.

You have to understand that the same coins will come back, again and again. Eventually there will be only one coin left, the category winner. The Comoros coin has a really good chance of winning Africa, but you never know. The category winners will compete until there is one coin left, the ultimate winner.
