It looks like it might just be badly struck, if you look at the example here http://www.catawiki.com/catalog/coins/countries/mexico/1771105-mexico-1-nuevo-peso-1992 it has the same problem.

I have been searching google to find this answer for the best part of an hour now and I found ZILCH on the matter until this popped up. My coin is exactly how the webpage:

shows it and it is really bad!!!!
