1994 Two Dollar Hong Kong coin, not in catalog

The coin is a dodecagonal scallop in shape, and made of cupro-nickel. I couldn't find it in the Chinese empire catalog, or any of the other Chinese catalogs...  It looks like this: http://museumvictoria.com.au/collections/items/77547/coin-2-dollars-hong-kong-1994

It's worse than that - Hong Kong belonged to the British until 1997. In 1898, the fashion was to write very long leases on territories instead of just annexing them, so it was agreed that Hong Kong would belong to the UK until 1997 - a 99-year lease. Somehow this lease survived, even with the Chinese Empire being replaced by the Republic of China which was replaced by the People's Republic of China, and in 1997 Hong Kong became the Hong Kong Special Administrative Region of China and was allowed to keep its own currency. So, it was never a sovereign nation, but it has certainly maintained many special privileges and has stayed very different than mainland China.
