Agreed, someobdy glued this to a placard, perhaps as a display or to send thru the mail.

Just leave the coin 24 h in (pure) acetone inside a hermetically sealed container, and check if that “thing” got somehow removed… 

That is a foreign substance with depth and flow and applied after minting. It even protected and altered the coloring of the material beneath it.  No mystery here at all.
