Split year line due to designer mark difference?

Hello

I was adding some Czeck coins to my collection and found the 5 Korun from 1995 har some variation in the designer mark and the year's 5:

 

 

Could or should this be differantiated in the yearlines? Split between variant 1 and 2?

Based on the guidelines I would say there should be separate mintage lines.

It would also be helpful to know if this was a transition year between the two styles of designer's mark.  

The 2017 used phor the photo i the listing has the style on the right (b').  Was that used since 1995?
