Question regarding Indian 1954 Bombay coins

Hello!

I wanted to add Indian sets, and ran into an unexpected issue.

Numista does not list the 1954 UNC Bombay ¼ ans ½ rupees. I also checked in SCWC and it also doesn't list them. However, it does list a 1954 uncirculated set.

The mint mark on those coins does seem to be Bombay.

Do the UNC sets contain those two coins in proof? Or they were issued in uncirculated finish, but are missing from both Numista and SCWC?

Perhaps they made ones only for the mint set.  They do not look like proofs.
