An Uruguayan coin which was demonetised first before even issued? [solved]

When I searched coins that were issued into circulation in 2025 and this year, I found this coin with an information that this was demonetised first before even issued. How is this legal, to be honest? I have never seen any other coins (circulating or not) that were demontised first before being issued. 

 

Please explain why this coin was demonetised before being issued, ASAP. Salamat po.
