What are these novelty notes?

I bought these at a auction but I have no ideas on what these are, I'm saying some type of novelty.

 notes. One is new jersey and the other is Kansas 

Can someone tell about them?

Those appear to be genuine U.S. Federal Reserve Notes that have been colorized by a company or individual after they left the Bureau of Engraving and Printing. So yes, they are novelty pieces.

Thank you  they are perfectly done around the edges of the face area, they are cool  just wish I knew who did them
