Adding Tsaritsyn as issuer

Hi, in 1918 the city issued banknotes of 1,3,5,25 and 100 rubles. I see they are not in the catalog, and neither is Tsaritsyn, current Volgograd, but i think naming the issuer Tsaritsyn would be more accurate.
