Can this be considered a set?

The Hungarian Mint issued rulers and bookmarks that have  1 and 2 forint coins in them, as in the pictures. Both coins, in all products, are dated 2007. And since it is issued by the mint it is official. 

Should it be considered a set?

That is a good way to get children interested in coin collecting.

 

Doesn‘t a set need to be complete, so in this case all the circulating 2007 coins? 
 

I don’t know the answer, but a note in the comments for the 1 and 2 forint coins on the Numista pages would be a good idea. It is more like a coin card than a set in my opinion.

No. A set is an official packaging from the mint or from national bank (or some other officially authorized entity of said country) that has at least two coins. 

The last part (about 2+  coins) is my understanding of the guidelines, but there is a discussion about this. Some say that even one coin in official packaging is a set.

So according to the guidelines it is a set…. Just the packaging is so bizzare, that I am hesitant about it

If the guidelines state the 2 coin minimum, then the packaging must be irrelevant (as long as it is packaged), which it is. Do the Mint sell it as a ruler or as coins?

 

Either a set or add it in exonumia with a value of 3 forint 😉

There are no guidelines for sets yet. There is only a definition of a set issued by Xavier. A set can be one coin only.

 

We define sets as official packaging from the mint containing one or several numismatic items. It contains only new items (not repackaging of older coins). Sets include proof sets, mint sets, coincards, rolls, etc.

They sell them in a section called “Books and accessories” 

 

But the description translates as:

 

1)

1 and 2 forint coins withdrawn from circulation from 2007, packaged in a plastic bookmark.

 

and 

 

2)

1 and 2 forint coins from 2007, withdrawn from circulation, packaged in a plastic ruler.

1) package issued by official mint 👌

2) contains items that are within scope of our catalogue 👌

 

So yes, please add as set :-)
