Greek Imperial unknown 3

I have three shots of a Greek imperial AE 16. The emperor is draped and looks somewhat older. The reverse seems to be Salus, though there may be a slight chance at it being Vesta. I put the one shot to shot lettering which ends with an epsilon, a G, and a C. The dealer I showed thought it to be Egyptian but not having any resources to check has me searching. Note that it is fairly thick as well. Any ideas all?
