It appears to have ★R★II★ on the obv.

That font on the reverse looks pretty distinct, probably an important clue to what this could be, maybe german states?

Cropped and brightened:

the bottom swirly letter seems to be an s, middle row i might be able to make out cont, top is definently an r.

 Shame more lettering can not be seen, to work out what it says …  

 

 

 That first side may be R K initials, rather than R I I or R H but still 1668 or 1768 maybe …
