This is not “their” flag just the gif used as placeholder for entire section.

Not a bug : other issuers dont have flag yet

Correct! I thought was a problem with “multi-flag” issuers, but now I have searched for these issuers in the issuers list https://en.numista.com/catalogue/pays.php and they do not have flag in Numista, only their parents in the tree.
