Less present “circle” in the 1993 and 1994?

Is this by accident or am I seeing things wrong.

 

I was taking a close look at these coins and I noticed that the 1993 and 1994 coins have a very tiny, almost not visible circle in the heptagonal shape. Later versions do have a more present circle. It looks like those coins have a deeper cutout. Was this design changed? 

 

This is for both Hamburg and Czech mints. 
 

Did anyone else notice this?
