Post mint damage or some crazy error ?

Hi, I recently found this coin and cannot tell with my little experience if this is a PMD . At first I thought that this is a damaged coin but the more I look at it … I don't know. Some thoughts would be much appreciated. Thanks!

To my eyes, this is severe PMD as my mind can't find a reasonable explanation on how this could have happened at the French mint. Good pictures though!

Hi, thanks for your input, though If you look closely the devices imprint kindda seem to continue on that big blub, then again you may be correct, such an error  to occur at the french mint it is hard to imagine. Thank you!
