WW1 Commemorative 3 Gold Coin (Five Pound) Set: Alderney

Can anyone help me with this? I bought a 3 gold coin, WW1, 90th anniversary commemorative set which included this coin, back in 2008. The mintage limit was 250.  I have been able to track down each of the individual coins on this site, but I haven't seen any mention ever of a complete set. What I would like to know, if anyone can help is, who was responsible for commissioning this set of coins? That important piece information isn't apparent on any of the paperwork that I have.  All that I know is that the coins were issued by the Alderney authority, minted by the Royal Mint and that the included booklet (certificate) was produced with the cooperation of the Imperial War Museum. Can anyone shed any light on who was responsible for commissioning this set of coins?
