Dresden mint ? or Chemnitz mint?

Question about the mint - In the Standard Catalog of German Coins (2011), Hans Bienner (1556-1604) worked at the Chemnitz mint, marking his work HB, just like coins attributed to the Dresden mint. Similarly, his successors Heinrich von Rehnen (HvR) and Hans Jacob (Swan) are described at the Chemnitz mint, and their coins attributed to the Dresden mint... So what is the truth?

The truth is Chemnitz came under the Dresden mint, Dresden being the main production city for the area (hauptmünzstadt), if someone produces a die in Dresden and it is sent to Chemnitz (or visa versa) did they travel with it and work at the other mint?
