I came across this coin and I think this is an incomplete strike error on the year of the coin. How often do you find an incomplete strike on the year of the coin?

 

Is this common? Rare? HTF? SHTF?

Its hard for me to tell based on the pictures. If you have a scope that would be helpful. It could also be post mint damage.
