Israeli New Shekel Coins - Classification

Hello, 

I'd like to ask about Israeli New Shekel coins (1986-date). Various classifications are available on websites, including circulation coins, commemorative coins, and collector coins (non-circulation coins). 

A) Hanukkah

10 agorot KM#173 Hanukkah

1/2 new shekel KM#174 Hanukkah

1 new shekel KM#163 Hanukkah

2 new shekels KM#432 Hanukkah

10 new shekels KM#315 Hanukkah

On the Numista website, these coins are commemorative coins or non-circulating coins (2 new shekels and 10 new shekels).

B) Piedfort

On the Numista website, these coins are classified as non-circulating coins (only in sets). 

On another website, all the above-mentioned coins are classified as circulation coins. Please verify these coins and provide a precise classification. Should Hanukkah and Piedfort be classified as:

1. circulation coins

2. commemorative coins

3. collector coins (non-circulation coins).

Classification regarding circulating/commemorative coins in Numista is precise. Everything else is just collectors' issues, never intended  for circulation (and never found in change). All the comms can/could be found in circulation, except maybe the 40 yrs comms which were rather scarce.
