Need advice for registering a series of Grossnotgeld

I want to add the following notes to numista, but I don't think I have an appropriate issuer to use.

They are DeNG 3, 041.01-03 cataloged thus:

Berlin-Treptow (Brandenburg), Akt.-Ges. f. Anilin-Fabrikation “Agfa”

Do I need a new issuer, Berlin-Treptow perhaps, under Brandenburg?

If we have Berlin I would put it under Berlin as it was a district of that city.

You like likely could use it only on company grounds anyway and cash it in in a completely different bank in Wolfen (Bitterfeld) 155 km away.
