Is there  a difference between these sets?

Both 1977, same coins, but one says Serie completa Roma?

The first is official (zecca=mint), the second is not.

@tony.c there's no official IPZS set for year 1977,  1977 sets were created by private companies like Postalzecca, Abafil…
