I suspect that your photos show 78 regnal year and undecipherable 12xx Hijri calendar year.
Longest ruling Ottoman sultan was Suleiman I. 45-46 years. That's 33 years short of what your photo is saying.
Hole might indicate that it is ornamental plaque used on dancer belts
