You can find metal on coin's page or maybe check if local central bank/mint give more details
What makes you think that coin with such circulation wear is off metal strike or that off metal strikes exists for this coin in 2004. If you put cupro nickel in damp environment, it will go dark. Example below.
Or maybe it is plastic holder damage. Dunno how previous owner kept it.
