Help identifying possible french coin?

This coin was excavated in England in the 1990s and the notes said “Philip V or VI of France penny” but I haven't found any similar examples, from England or France. Could anyone help?

The weight is 0.8g and the diameter is roughly 17mm.

First impression is that it's a replica trying to look like a medieval coin.  Certainly the bust looks like an English penny or subdivision thereof, but there is no legend, and the crossed keys(?) reverse are more typically papal, or at least from a bishopric (and again, the lack of a legend around the rim is suspicious).

The basic design of the jetton is based on the sterling pennies introduced by Edward I in 1279 though bear decorative borders rather than the legends typically seen on coins of the period.

A partial perforation is present at the centre of the reverse cross. Mitchiner (p.95-6) describes the appearance of piercings on sterling bust jettons as a 'peculiarly English tradition' which predominates c.AD 1280 - 1400. The piercings vary in size and did not always pass completely through the flan. The practice is believed to have been adopted under Edward I to prevent silvering in an attempt to pass the jettons off as currency. See WILT-E9CAE4 for a discussion of type.
