Greman silver coin sister cities medal

I have this medal I bought from an auction. The only info I found on it was: It's .999 silver and It's German. Can someone tell me what medal this is and it's value. I thank everyone a head of time. P.S. look at that patina.

I can't find the coin, but I can tell you a little from the inscription. It lists four sister cities for the German city Hof, including Villeneuve-la-Garenne, which became a sister city in 1980. It does not list Plauen, which became a sister city in 1987. So that suggests that it dates between then, 1980 to 1987.

I wonder why the two clocks featured state different times? 

It's obviously not a coin it's a medal. The value will be the silver value plus any interest a buyer has in the design.

And FYI the Finnish city Joensuu translates into Joe's mouth.
