10 Kroner - Olav V Coin classification [solved]

Hello, I need information about Norway's 10 Kroner 1964, it is non-circulating/commemorative circulating/circulating - some sites write that it is for circulation due to the mintage, which is why I am interested.

Why would it circulate along side a 10 Kroner banknote, of which 285,000,000 were in circulation by 1964?

 

“Some sites„ don’t know what they are talking about. It is clearly a non circulating commemorative coin, in silver of which Norway stopped using silver for circulating coins at the end of the First World War, why would they suddenly bring silver back into mintage?
