maybe a filled die. You can see a number there but hard to say,
looking at it closer, i think i see 05. And it looks like someone sanded it off.

The entire center ring has been sanded down including part of the star, crescent, lettering and the wheat (?) on the bottom. May have been on purpose or not but it's not a mint error.
