One of the countries is Princely state of Kalat and the other is Khanate of Kalat. My question was rather if these two issuers are the same thing.
Wikidata and Wikipedia are identical for both. How can they not be the same?

“Princely State of Kalat” and “Khanate of Kalat” are indeed two names for the same issuer, I agree with Coinwalla.
The name “Khanate of Kalat” should be used as the primary name, while “Princely State of Kalat” should be a secondary name. The pieces from the “Princely State of Kalat” should be moved under the Khanate issuer. The flag of this issuer should be the current flag of the Khanate of Kalat, and it should be moved within the catalog as such:
