Just wondering how does one know what makes this a 2 mills token?

Probably the 1935 law Chapter 180 established a sales tax of 2%. Just a guess but seems logical.

On March 25, 1935, with the passage of the Revenue Act of 1935 it provided for a 2% general tax to generate funds for the state's schools and government. This is from US Sales Tax Tokens
