Why are they all from different locations when they look like made and issued by a single entity?

as I understand the guidelines, these should go under the location where they were made … so I guess Switzerland: https://en.numista.com/help/add-or-modify-a-piece-of-exonumia-in-the-catalogue-188.html

even though a lot of people will look for them under the country mentioned …
