So Right now I am swapping with someone who haves 0 reviews, and I have 0 reviews as of the current second. I know numista policy that Whoever haves no reviews haves to ship first but Both haves no reviews and he offered to ship first, is that ok?

Whatever both parties agree upon is fine, Numista can only connect people and provide some information about the collections it has extremely limited influence on swapping itself (ratings, miniscule scam intervention etc.).
The actual swapping process lies completely in the hands of the swappers.
