As it has two ‘common’ sides, how would you know where it was minted? What was the reason for putting it under Vatican City?
They say "Pecunia non olet", but I know better...

It was attributed to the Vatican when it was sold by Heritage Auctions , whether this was done at time of auction or when it was graded by ANACS isn't stated. The other example I found online does not attribute the coin to a particular country.
If it is a Vatican issue for sure, perhaps the mules were included in mint sets or coin cards, and this is how it can be attributed?

Done. PCGS lists it as “1999-02” which presumably means 1999-2002, so this has been entered.
Type coin has been changed from Pattern to Standard Circulation Coin (nobody makes a pattern with two reverses of different types).
Used time zone is UTC+2:00. Current time is 07:49.
