Your scale is off or you're weighing the wrong coin(s).
I don’t have one, so I can’t confirm either way, but maybe you have 2 fakes? A 3 gram difference between your two coins should be ringing alarm bells.

Yes I thought that too about the heaviest weight, but it is the difference in weights that alarms me the most and if the OP is weighing on any modern digital small scale he/she shouldn’t be getting such a difference. FAO coins are usually never circulating and all the ones I have, always weigh to the exact gram perfectly without any variation.
Maybe emkeyare123 could post some images?
May be you people are right, I need to check the coins properly as they were locked in for years, I have to verify their originality

Particularly in this case, the real coin is 15 g with a purity of 80% silver. If I have to maintain the actual dimensions of the coin then only at certain composition of any metal I will get the exact weight at an exact volume because the density is an intrinsic property of metal.
I assume these fake coins contains lead because of the following advantages of using lead over other metals.
Lead being the heaviest metal, the fake coins are mostly heavier than the real ones. Basically the fakers are selling cheap lead at the bullion value or some higher values.

The closer the densities are it's easier/safer to fake. You must have read how gold is/was smuggled using tungsten bar. If their densities are considered upto 1 decimal place, they are equal.

If I am concerned only for selling then I won't consider the long term effect of blackening, even silver has that problem. Moreover, electroplating is always an option. Even brass electroplating is done to replicate. The process is different from the conventional electroplating.

I agree particularly this statement is wrong. For the 'L' part I'm bit curious to know what do you mean. If you are Hindi speaking Indian then it's ok I have understood.
